All individuals on Earth are required to comply with ARGUS, dividing people into two categories: necessary and unnecessary. Activation or deactivation is determined by the individual’s profession, leading to the emergence of opposition and the formation of militant groups.

In the game, when the Monad Quantum Research Facility, located 30 miles off the coast of California, comes under attack from an unknown entity, the Garboa Fire Department in San Francisco mobilizes. Fire Chief Sturgis calls upon Captain Jacob Thomas, along with his partner Shane Costa and a crew, to respond to the crisis by helicopter and neutralize the threat.
